The Kansspelautoriteit (KSA), the Dutch gambling regulator, has imposed a record fine on the operator of Instantcasino and Skyhills.
According to the regulator’s website, EOD Code SRL must pay the fine for offering illegal gambling services on several websites. The original investigation focused on Instantcasino.
However, KSA staff were also able to gamble on skyhills.com, slotmonster.com, betiro.com, betblast.com, fastslots.com, goldenpanda.com, sambaslots.com, winningz.com, incognitocasino.com, foxygold.com and luckypays.io.
EOD Code SRL operates without a licence in the Netherlands. According to the KSA, the company also breached player protection and anti-money laundering requirements. Among other things, deposits could be made using cryptocurrencies and anonymous payment methods.
The fine imposed on EOD Code SRL is the largest penalty the KSA has issued to date. The previous record was €24.8 million, imposed on Novatech by the Kansspelautoriteit in December 2025.
